What is the difference between a new and refurbished car bumper?

I was in a recent car accident where I was rear ended. The car repair place said that the insurance company would only pay for a refurbished bumper and will only allow a new bumper to be installed if a refurbished one is not availible. I intend to speak to the insurance adjustor and would like some more information about the differences between these items so that I can make a better case for a new bumper.|||On newer cars it is a bumper cover. It is a plastic/rubber that goes overwhe actual bumper. Try to get a new one. When they are repainted it will look bad and will come off unless a good pro shop that knows what they are doing does the job.|||a new one has not been on a car, a refurbished has seen the road and has been reconditioned to look very close to like new.|||REFURBISHED IS AN OLD BUMPER MADE UP 2 LOOK NEW, THERE'S NOTHING WRONG WITH IT-IF, THAT'S ALL U CAN GET OK.|||refubished is one that has been repaired,nothing wrong with them,you wont tell the differance once fitted
