How do I get the black coloring on the rear bumper of my Mustang?

I have the 2000 year mustang model and have seen people with them that have a black coloring at the very bottom of the rear bumper below the lettering under those dashes in the bumper. If anyone knows what I'm talking about is there a way to get that coloring without painting it? Like decals or anything?|||The easiest would be to mask off the top rub down the surface lightly to "key it" and paint with black satin finish spray paint from an auto store. Use several coats, let them dry between applications.
