Are bumper mounted lights illegal to use on the road with low beams?

I have a pair of Hella lights mounted on my bumper of my 88 528e, is it legal in CT to have them on with my low beams? They are wired so they turn on with my fog lights.|||I had an '89 Trans/Am that had driving lights from the factory. They had a separate switch but only came on if the parking lights or low beams were on. They turned off automatically if I switched to high beams.

As long as there not too bright, then yes there legal.|||Fog lights should be wired to come on with low beams only.

Driving lamps should be wired such that they are OFF when you switch to LOW beams.
